You’ve frozen the water perfectly with the aid of flash, and you can really sense its texture.

Overall, as far as the quality, it’s all good: the photo is lit correctly, it’s sharp, the focus is right :)

By the way, water comes across much better against a dark background, for example dark blue.

As to your question: when using a fixed flash, it doesn’t work to set a short exposure. This is due to the peculiarities of the shutter, whose blades move one after the other. If you set a shorter exposure, then you will get dark lines on your photograph. :)
